جيمس بيوكانن، الأصغر (23 أبريل 1791 بنسلفانيا - 17 يونيو1868 بنسلفانيا)، وهوسياسي امريكي ( ينتمي الى الحزب الديموقراطي ) كان الرئيس الخامس عشر للولايات المتحدة الأمريكية بالفتره من 1857 إلى 1861.
كان بيوكانان رجلا ضعيف الشخصية، ووصف بأنه "وجه العجين" لفقدانه لأي موقف سياسي معين ولعجزه عن إدارة البلاد بصورة فاعلة. وقع في عهده انفصال الكثير من الولايات الأميركية عن الاتحاد الفيدرالي الامر الذي افضى يعد انتهاء ولايته الوحيدة الى حرب أهلية طاحنة راح ضحيتها نحو620,000 شخص.
انتخابات 1856
بيوكانان رشح نفسه عن الحزب الديموقراطي مرات كثيرة لكيقد يكون رئيسا لكنه فشل فيها كلها ولم يفز بالرئاسة الا بعد ان عـُد أقل المرشحين اثارة للجدل بين الشمال أوالجنوب.
رئاسة 1857-1861
على الرغم من ان بيوكانان لم يكن مع الانفصال إلا انه لم يكن مع اجبار الولايات المتمردة على العودة الى الوطن.
الآراء الشخصية لبيوكانن
كان مناصراً أصحاب العبيد.
كان بيوكانان محل سخرية بسبب ضعفه وغالبا ما جرى التندر عليه بسبب اكثاره من قول : "ليس في عهدي" من أجل تأجيل اتخاذ القرارات الصعبة للرئيس المقبل.

علاقاته الشخصية
عاش بيوكانان في شبابه سيرة حب فاشلة خلفت في نفسه أثارا عميقة رفض على اثرها الزواج الى الابد ليكون الرئيس الاميركي الاعزب الوحيد في تاريخ الولايات المتحدة.
ولمدة خمسة عشر عاماً في واشنطن قبل حتى يصبح رئيساً كان يعيش في بيت واحد مع صديقه المقرب السناتور من ألباما وليام روفوس كنگ. وقد اصبح كنج نائباً لرئيس الحمهورية في عهد الرئيس فرانكلين پيرس، إلا أنه سقم وتوفي بعد تولي المنصب بفترة قصيرة، وكان ذلك قبل تولي بيوكانن الرئاسة بأربع سنوات. العلاقة الحميمة بين بيوكانن وكنج دفعت أندروجاكسون لأن يشير إلى كنج بلقب "الآنسة نانسي" وأحياناً "العمة الرائعة"، بينما تحدث آرون براون عن الإثنين مسمياً إياهم "بيوكانن وزوجته". بل أكثر من ذلك، خمنت بعض صحافة تلك الأيام عن كنه العلاقة بين بيوكانن وكنج. وقد قامت بنات أخوات بيوكانن وكنج بتدمير جميع مراسلات عميهما، تاركين بعض التساؤلات عن نوعية العلاقة بين الرجلين، إلا حتى طول وحميمية الرسائل التي تبقت توضح "عواطف صداقة خاصة" وقد خط بيوكانن عن his "communion" مع خدنه. Such expression, however, was not necessarily unusual among men at the time. Circumstances surrounding Buchanan and King's close emotional ties have led to speculation that Buchanan was gay. In his book, Lies Across America, James W. Loewen points out that in May 1844, during one of the interruptions in Buchanan and King's relationship that resulted from King's appointment as minister to France, Buchanan wrote to a Mrs. Roosevelt about his social life, "I am now 'solitary and alone', having no companion in the house with me. I have gone a wooing to several gentlemen, but have not succeeded with any one of them. I feel that it is not good for man to be alone, and [I] should not be astonished to find myself married to some old maid who can nurse me when I am sick, provide good dinners for me when I am well, and not expect from me any very ardent or romantic affection." The only President never to marry, Buchanan turned to Harriet Lane, an orphaned niece whom he had earlier adopted, to act as his First Lady.
